Penrith Cemetery Strategy and Master Plan

Penrith’s cemeteries are under significant pressure as a consequence of the broader shortage of cemetery space across the Sydney metropolitan area. Add to this, Penrith City Council have a limited supply of cemetery land, with only one central cemetery remaining with medium-term capacity.

Locale Consulting was appointed to provide a review of cemetery services, and to establish new directions for the key cemeteries where interments are still available. The initial stage saw consultations undertaken with both staff and key user groups, including local funeral directors. This review was then supported by asset and master planning processes to establish long-term models for the pricing and monitoring of the business unit.

The outcome was the establishment of clear directions in the face of quickly changing circumstances. With several regional scale cemeteries being earmarked for western Sydney, it was important to consider both the local and broader contexts and how these may come together over the short, medium and long term.
